Cheap and good aren't opposites in diving. Here are the best-value places to get certified — and how to tell a bargain from a corner-cut.


Getting scuba certified doesn't have to be expensive. But the cheapest course on the page isn't automatically the best value — a low headline price can hide excluded gear, materials and certification fees, or worse, a center cutting corners on safety. Here's how to find genuinely good-value certification destinations, and what they really cost.

What makes a destination good value

Value isn't just a low price. It's a fair all-in price for solid training in good conditions. The best-value destinations share three things: a high volume of dive centers (competition keeps prices honest), low local costs, and reliable, beginner-friendly diving conditions.

Koh Tao, Thailand — the global benchmark

Koh Tao is the reference point for affordable certification. Intense competition among many centers on one small island keeps Open Water prices around ฿11,000–฿12,000 all-in, with warm, calm, shallow training sites ideal for beginners.

Egypt's Red Sea — best value close to Europe

For European travellers, the Red Sea is the value champion you can reach in a few hours' flight. Open Water typically runs €275–€425 all-in, with spectacular reefs and the bonus of shore diving in Dahab keeping costs down. Just budget for Egypt's diving tax.

Other strong-value regions

  • Indonesia (e.g. Gili Islands, Bali) — competitive prices and superb marine life, though logistics add cost.
  • Honduras (Utila, Roatán) — long known as a budget certification hub in the Caribbean.
  • Philippines — low costs and excellent diving, popular for both courses and pro training.

Cheap should never mean unsafe

Never choose on price alone. Check that the center is a certified PADI/SSI/SDI operation, ask about group sizes, equipment condition and instructor experience. A €50 saving isn't worth a corner cut on safety.
